Abstract

In Switzerland, the Département de la formation, de la jeunesse et de la culture (DFJC – Ministry of Education, Youth and Culture) of the Canton of Vaud has commissioned the Unité de recherche pour le pilotage des systèmes pédagogiques (URSP – Research Unit for Monitoring Pedagogical Systems) to analyze the pros and cons of a possible goal-oriented monitoring of the compulsory school in the canton of Vaud. In this context, the following procedure was defined: to formulate possible strategic goals for compulsory school, to suggest ways to convert these strategic goals into operational goals (i.e. more precise and concrete ones) and to illustrate the consequences of the use and / or diffusion of such goals as well as of their related indicators. This article focuses on the second and on the third step of this process.
